The SVCDC may be a new entity, or possibly an expanded version of an existing entity. Organizations such as those below will be key in creating or adapting organizational structures to decide the best entity.

As a first phase of work to demonstrate the value of a SVCDC, a small group of Sonoma Valley’s highly skilled and motivated volunteers could form a steering committee that 1) crafts a pilot portfolio of 1-3 feasible new-construction and/or rehabilitation projects and 2) creates the business and governance plan for launching the second phase, which includes a legal entity, board, and staff.

Secure capital (philanthropy, public, impact/CDFI) to fund SVC staff for pilot: design, predevelopment, and coordination.

Select and scope pilot project types: multi‑unit rehab; small plex infill; farmworker/ workforce clusters; innovative construction; etc.

For each pilot project, prepare a business plan: capital stack, predevelopment & construction budgets, timeline, partners, and long-term ownership and operations.

Hire experienced director, launch and execute pilot projects, track performance, capture lessons, communicate successes, and refine for scalable delivery.
