California Department of Housing & Community Development – HCD works on housing affordability around the state, including mobilehome parks. They recently had funding through the MORE Program to help facilitate the purchase of mobilehome parks by community groups.

CaliROC - CaliROC empowers residents of mobilehome communities to transition from renters to owners by facilitating the purchase of their mobilehome parks and providing technical assistance and education.
