  • Leads strategic urban development planning to ensure a sustainable, climate-resilient, and equitable housing approach.

  • Acts as a coordination hub to align public, private, and nonprofit housing efforts.

2. Key Roles & Responsibilities

  • Assess Housing Needs: Conduct ongoing analysis to determine workforce and affordable housing needs (5-10 year planning horizon).

  • Identify Development Opportunities: Map out land suitable for housing, including infill sites, adaptive reuse properties, and faith-based or surplus public land.

  • Facilitate Implementation: Resolve barriers by working with municipalities, housing developers, community organizations, and funders.

  • Fundraising & Financial Strategies: Identify creative funding models, including public-private partnerships, land banking, and dedicated local investment funds.

  • Monitor Progress: Ensure implementation of an evergreen housing strategy aligned with General Plans.
