Create communication channels between local government, residents, and property owner. This will be required to pick a specific strategy between renewal, finding a new subsidy, or facilitating a purchase. If the owner already intends to renew the subsidies or tax credits, then the coalition need only continue to monitor and facilitate as needed. But if the owner would prefer conversion to market rate or sale, the coalition must work to create a plan to have the complex purchased. (3-4 years before expiration)
Form coalition group with partners depending on the strategy going forward. (3 years before expiration)
Conduct campaign to organize residents, raise awareness, and secure funding. (2-3 years before expiration)
Execute plan to renew subsidy or facilitate purchase by an entity that will maintain the housing affordability. (1-2 years before expiration)
