Generally, land or housing units must be donated to a CLT to make the economics of a CLT project “pencil out.” This is because the whole purpose is to make the rent or mortgage affordable to low-income residents; therefore, ongoing revenue for the project will be low. Therefore, essential collaborators are governments and private-sector property owners who can donate land or units, and/or public or private investors, donors, or funders who can reduce front-end costs, so that the permanently lower back-end revenue generated by the project does not make the project infeasible.
