City of Sonoma:  The City is accountable for RHNA and for executing the Housing Element of the General Plan. The City Manager and Community Development Director have established relationships and interactions with Sonoma County and District 1 staff and agencies.  The City should [a] update its website to include a more substantive and user-friendly portal where home buyers can find these programs, [b] market the program across various media outlets and with stakeholders such as the Realtors and non-profit developer communities, [c] through its seat on the JPA for the Sonoma County Development Commission, actively apply for grants to fund these programs from CFH, CDBG, HOME, and other grant programs 

Sonoma County Community Development Commission:  The CDC coordinates and oversees housing funding programs for Sonoma County.  The CDC would seem like the most reasonable coordinator of any new first-time home buyer downpayment programs and the leader of the effort to secure funding for such programs.  The CDC can increase effectiveness by updating their website to have more complete and up-to-date information on home buyer downpayment programs (currently only the HCA is listed and not the GSFA programs).

Housing Trust of Silicon Valley (or another administrator):  HTSV is a well-funded and well-established CDFI who is already partnering in Sonoma County to help build affordable housing through a collaboration with the Sonoma County Housing Fund out of the Metro Chamber of Santa Rosa.  They also have deep experience as administrators and marketers of first time home buyer downpayment programs, as they are engaged with the County of Santa Clara in these endeavors that would be a model for the proposed programs.  They can guide the County in the scoping and assessments to determine the needed funding and may be able to be the administrator if they have the appropriate staffing.

Golden State Finance Authority:  Given their current active programs for home buyer downpayment programs, similar to HTSV, GSFA also may be a potential administrator of more inclusive first time home buyer down payment programs proposed, which they currently do not support. GSFA should publicize these programs better, through intuitive links on the City and CDC websites, and provide marketing to realtors and non-profit developers of homes (e.g. Burbank Housing administration of the CalHome Resale Program).

Renewal Enterprise District Housing Fund: The RED Fund could operate a targeted program for the Springs, if and when loosens its transit criteria.
