An obstacle for protecting tenants is that tenants, landlords, and even policymakers often have little idea what the legal rights and processes around tenant/landlord issues look like on the ground. This leaves many people open to misinformation or anecdotes masquerading as law or policy summaries. This lack of knowledge is exacerbated by tenants who do not speak, read or write in English.

Housing providers also often know only bits and pieces of their legal rights and obligations and can be similarly misled by bad or incomplete information

A tenant-landlord legal curriculum could help ensure that all parties have an accessible foundation from which to understand the law. The curriculum should include written resource packets and webinar slides and speaker notes, provided in online meetings and in person to increase equitable access. Materials should be in both English and Spanish.
