In Sonoma Valley, due to the size of The Springs area and the permeable border between the City and The Springs, coordination between County and the City will be essential. The approaches between the two jurisdictions need not match perfectly to be effective–they have different inclusionary policies after all. But they must work together to get a holistic solution for Sonoma Valley. Permit Sonoma and County CDC both have critical functions. The inclusionary units are initially set up through zoning compliance and permitting monitoring through Permit Sonoma. But the ultimate list of units and enforcement falls to CDC as part of its affordable housing portfolio. Therefore, both departments will need to be engaged as part of any plan involving the County.
