Timing will depend somewhat on budget conditions at the City and County. Approval to implement this strategy will be easier to obtain when the strategy is seen as requiring little additional staff time, and producing a return in terms of retention of lower-income (often working) residents.

  1. Create a strong rental registry [strategy linked here] for the City and County of Sonoma that includes information on whether a unit is required to be affordable via inclusionary zoning agreement. (A study could be commissioned to develop this information, but it would only be accurate for a short time.) (Timeframe: 1-2 years before implementation)

  2. Coordinate with City / County to create a plan for monitoring and enforcement. Pull in identified stakeholders for meetings on best practices and implementation. (Timeframe: 8-12 months before implementation)
