  1. Coordinate with City / County to create a preservation strategy that goes beyond currently deed-restricted housing and anticipates the purchase or creation of new vouchers. (Timeframe: 1-2 years, can be simultaneous with Step 1)

  2. Build a coalition of organizations prepared to implement the preservation strategy. (Timeframe: 1-2 years, simultaneous with step 2)

  3. Identify potential housing to be preserved, prioritize among properties, and approach owners about sale. This can be proactive but is more likely to be ad hoc when certain properties go up for sale. (Timeframe: 3-6 months)

  4. Conduct campaigns to organize residents, raise awareness, and secure funding. (6-12 months)

  5. Execute preservation plan. (6-12 months)
