1. Create a coalition interested in creating a rental registry in the City (or expanding County Ordinance to create a full registry). (1-2 years prior to desired implementation). Because the County elected not to include a full registry in their current ordinance, it may be easier to get traction for the idea in the City until a couple of years have passed under the County’s proposed rental ordinance.

  2. Explore funding availability in the private sector to augment public funds. Create an economic case for a rental registry.

  3. Request meetings with City / County officials, asking them to agendize a rental registry (likely in conjunction with a just cause ordinance or other reform). (1-1.5 years prior to desired implementation). Explore where and how to staff the ongoing operations of the rental registry, and how nonprofits can assist.

  4. Meet with City Attorney / County Counsel to discuss proposal and offer templates from around the state. (1 year prior to desired implementation)

  5. Raise awareness and mobilize residents to show up for campaign, likely including 3-6 meetings at the City Council / Board of Supervisors during deliberations on the issue. (1 year prior to desired implementation)
