A preservation strategy will most likely require a coalition of local government entities, non-profits, and financiers. Without all these parties, preservation is likely to be much harder. But with the resources of either the City or the County helping facilitate permanent affordability, other groups can fill in gaps with organizing, strategizing, and financing to supplement the government’s efforts. Preservation should be seen as very much a coalition effort and cannot have only a single partner or resource center driving the efforts.
